Did Topps go out of business?

I've sent more envelopes to Topps than Panini. Panini 4, Topps 0. Guess whose cards I'm going to cut back on?

Topps and Panini both have different approaches for NPNs. Seems like Panini tries a short window for most of them where Topps is like 6+ months where likely they get stock pilled and a lot of people get nothing.
